Does a re-entry permit apply to visa-exempt entries in Thailand?

I see people talking about a "re-entry permit" do do with various kinds of visas, but not sure if it applies to a visa-exempt situation. I'll have a new visa-exempt entry stamp soon, will be here two weeks later, for a few weeks, then back for another two weeks before flying out. I could just get a new visa exempt entry when I come back, but that would mean I've used 2 for the year at land borders already. A re-entry permit would allow me to get another land entry later in the year.

Again, I'm not sure if it's even applicable to the visa-exempt situation, so that is the first question.

I have a fried from Turkey who had ED visa before and got re entry permit before leaving Thailand.When he came back Thailand again he was asked to show his funds (40.000Baht).His entry was denied and sent back to Turkey again as he didnt have enough funds.

If asked to show funds, it is 20.000 Thb or equivalent currency in Cash.

a Re-Entry permit is used to keep your current Admitted to Stay alive while you're outside Thailand and is valid till the last day of your current Admittd to Stay.. Now lets count, you get a 30 days stay, stay in Thailand for a few weeks, than go abroad for another two weeks, If you come back into Thailand your Visa Exempt Entry and your re-entry permit would be finished already and became a history in your passport.
