I don't even see the option to get a 90 day single entry Non-O visa based on being over 50 at the thai consulate in HCMC :/ I'd say go with everything if you're gonna try it. Proof of funds, medical, background check, etc
FWIW: NO thai consulate in the area (that I am aware of) will issue a 90 day single entry Non-O based on being over 50 without proof of funds (although it doesn't have to be in a thai bank account).

Yeah I am asking for a friend and was I guess curious if the over 50 consideration was the same as marriage where proof of funds were not needed in HCMC, obviously not.

There are few reports of any people going there to get 90 day single entry Non-O visas.
I don't know if HCMC requires it but now BOTH Vientiane and Savannakhet will issue them BUT you do show proof of funds, a medical certificate AND a police background check
