TLDR : Answer Summary
The Non-O retirement visa is available for application in Chiang Rai, but it is processed at the Mae Sai immigration office. Recent comments confirm that the application can be handled all over Thailand, including Chiang Rai, although there may have been some confusion. Applicants are advised to make sure they have the necessary funds in the bank and obtain a Residency Certificate, but a medical certificate is not required for the Non-O visa itself. Individuals living in the area have shared their experiences, indicating that the application process is manageable.

The Thai immigration office didn’t tell you that go get the hand out of requirements

Many BS answers. Any immigration office can process non-immigrant O visa. You are theoretically supposed to apply for it from outside of Thailand from either your country of residence or one of the adjacent countries to Thailand, but not necessarily, with some incentive provided by you. In any event, either search for the requirements on the web or go to the immigration office or Thai embassy of your choice/convenience and ask them for the checklist of requirements. I am on a non-immigrant O visa (based on marriage to a Thai wife) and did the whole thing at the immigration office in the Central shopping center in Chiang Rai.

Immigration moved into central mall, but for non o visa you must go to Mae Sai immigration. Simple bus trip and grab scooter to immigration.

I did last year, rather simple. Mae Sai is very helpful. You must get monies in bank before you can do visa.

I did car and motorcycle license first (bring driver’s license and international driver license) and you will need medical and residency certificates.

I need to get a residence certificate in Chiang Rai soon. Did you do that at the mall or Mae Sai? I'll be staying quite close to Mae Sai but willing to do whichever is easiest.

Yeah, I have to renew my license. I got it in Chiang Mai 2 years ago but now I'll be staying in Chiang Rai. Hope it's straightforward. How long did it take to get?

no , I had just come across the post that said the applicant went to Chiang Rai Imm and Mae sai too , but was told that Non O couldn't be applied there . That's the reason why I posted this to enquire .
