TLDR : Answer Summary
The user faced issues obtaining a no immigrant visa in Vientiane due to unexpected requirements, including a police report and medical certificate. They inquire about the possibility of entering Thailand on a 30-day visa on arrival, extending it, and subsequently applying for a retirement visa. The conversation reveals that both individuals can apply for the Non-O retirement visa upon arrival, provided they meet specific conditions.

If they both are getting Non-O's for being over 50 AND both meet the financial requirements they could come into the country on a 30 day visa exempt entry and go to the chiang mai immigration office (their profile say that's where they're from) and apply for a 90 day single entry Non-O visa.
They would need 21 days left on their current entry stamp (might have to get a 30 day extension on the 30 day visa exempt entry to have enough time.
The down side is if only one of them is going to get the Non-O based on being over 50 and the spouse is going to get the Non-O based on being married to someone who got a Non-O based on being over 50 Chiang Mai will NOT sell the spouse a Non-O in country. Only the person over 50 who meets the proof of funds can get it in country. The other person would have to go to a thai consulate and get a 90 day Non-O visa based on being married to someone who already HAS a Non-O visa
they wouldn't have to do that. One could get the Non-O based on being over 50 INSIDE the country at the Chiang Mai immigration office and the spouse could then go to Vientiane and get a 90 day Non-O based on being married to someone on a Non-O already.
The ONLY single entry 90 day Non-O visa offered in Vientiane that requires a police background check and a medical certificate is the one based on being over 50 (retirement) ..
You shouldn't have a problem flying back in as long as you don't have a history of living here on 30 day visa exempt entry stamps or tourist visas already this year..
We have lived in Thailand for 14 years on a retirement visa, the man at cm immigration said because we were short of 4000 bht going into our Thai bank and our visa ran out on 14 October we had to leave Thailand. If we can get back in on a 30 day and then extend for a 30 day the money in the bank will be good as of 1 st November.
