Excuse me for my ignorance, but I know you can do the non-immigrant 90 day Visa and get a one year but after that one year don’t you have to do your police background check for the retirement Visa in order to stay or can you just extend for another year?

No, there is no police check after one year. After one year you extend again. There is no visa after one year unless you leave the country and get another O visa from an embassy outside Thailand. After one year, it is a perpetual extension of one year at a time.
