Thailand has NEVER allowed immigration on the intent to live there permanently. Every foreigner in Thailand is on a "temporary stay permit". With only one exception for those you succeed in getting issued a "Permanent Residency" status, or who gain Thai citizenship
since I see that you are intentionally dodging the question, I will reference the meaning of permanent address. "A permanent address is the fixed location of a person's primary residence, used for legal, official, and practical purposes like receiving mail and establishing residency. It's the address where a person lives on a long-term, habitual basis, as opposed to a temporary or mailing address." So yes a person on a 5-year DTV does have a permanent address in Thailand.
