TLDR : Answer Summary
A New Zealand passport holder with a retirement visa who left Thailand for Australia due to COVID-19 does not need to report during their absence from Thailand. The 90-day reporting requirement resets once they return to Thailand. If they did not obtain a re-entry permit before leaving, their Extension of Stay (EOS) will be void.

if he got a re-entry permit before he left, his EOS is good to enter again anytime until 25 April 2021

he got an Extension of Stay Permit on 31 January until April 25, 2021 next year. But if he left Thailand without a re-entry permit, the EOS became invalid (it tells him in the text underneath the "retirement" stamp)

I removed the picture you posted, it contained his full name and birthday, and potentially his passport number.

and if your friend is NOT in thailand now, and does not have a stamp like THIS in their passport, they just cancelled every thing when they stamped out

A person must file a 90 day report every 90 consecutive days they are in Thailand, and if they leave, the clock resets when he returns.

His next 90 day report will be filed 90 days after he returns to Thailand from Australia.

If he left Thailand he does not have to report that he is inside Thailand
