What are the options to extend a 30-day visa exempt stamp in Thailand without incurring a fine?

I'm in Thailand on a 30 day visa exempt stamp (admitted until January 25 - Dutch passport) and currently stay in Nonthaburi. It's a private property and no TM 30 file is filed.

I will be in Pattaya next week and registered at a hotel.

What is my best option for extending without getting a 1600 baht fine. Nonthaburi/BKK or next week at Pattaya?

I ask because in a post a few hours ago Robert Lagas mentioned that Pattaya is strict with extensions and requires address registration (which I will have in Pattaya but not in the previous weeks).
