You can do a re entry permit at the airport 24 hrs a day and at the immigration office only during business hours. That is pretty much the only difference ;)

seeing as you are supposed to check in at least 2 hours before you board an international flight (and you can't get an re-entry permit if you're flying domestic) I highly doubt someone's gonna miss their flight because they need a re-entry permit

I just called the airport. They open 24 hours. Just need to go half an hour before for processing.
ONLY Suvarnabhumi has the 200baht service fee and that's ONLY at that special counter (you can walk past them and pay the regular price if you have the form, the copies, the photo etc).

A re-entry permit is a re-entry permit no matter if you get it at an international airport before you fly out or at the immigration office.
It will be valid for the duration of your current stamp (meaning it doesn't add any time to your existing stamp).
