"I have a retirement multiple entry visa" . . . . . .there is nothing such. . . you do not have any kind of "visa" anymore . . . . . . you have an individual stamp that says you got a 1-year stay permit (based on being over 50/ retired). For this stay permit you bought a re-entry permit, which is a second individual stamp . . something like this:

He rather is already on a "1-year Extension of Stay based on retirement" for which he bought a multi re-entry permit. Wrong wording in these groups is omnipresentKeith *******

The threadstarter talks about a ""I have a retirement multiple entry visa" . . . . a Non-O/A visa is not a "retirement visa" (this is the Non-O visa!) . . . The Non-O/A visa is officially called a "Longstay Visa" by Thai embassies and Immigration

why would anyone wait to fill it out? You can do it 72 hours prior to the start of your entry

You don't fill out a DTV. You fill out a TDAC.
Whether you can wait until you arrive at the airport or not will depend on your airline. Some airlines will require you to show them you have already done the TDAC before they will let you on your flight to Thailand, while others will not care.
