I would like to update that I was let through the Laos border near Loei (I'm sorry I forgot the name) no problem. I immediately returned for the visa exemption and was let in no problem by Thailand. No talk of a health certificate or health insurance. I have an American passport by the way.

I asked the immigration officer if this border or savannkhet have any plans on closing and he told me no.
