I hope this is the correct forum for asking: I have an A-O so called retirement visa, from USA, still good for,the rest of this year. I made planes to go to Laos for a week. Does anyone know if I will have any problems re-entering the country in a week? Will I need a health certificate of some kind? Thanks in advance.

As you have the Non Immigrant O-A (long Stay) visa you need a health insurance to enter the country.

IF your visa is issued before 31-10-2019, it depends on the officer, some are lenient and give you the 1 year of stay, others give you 30 days of stay to get the needed insurance and then you can get the stamp changed into 1 year of stay.

My crystal ball doesn't work, so I can't make any promises.

However, as of right now, Thailand has not invalidated any existing visas.

Laos also hasn't had any reported cases of COVID-19 yet.

There is no restrictions on people entering or returning from Laos.

You'll be fine.
