What are the costs and procedures for Thai re-entry permits at immigration and at the airport?

I believe a Multiple reentry permit is 3,800 baht and Single is 1,000 baht. Are the prices the same at immigration and Suva airport?

Can you get multiple single reentry permits if you are only going abroad twice so the total cost is only 2000 baht rather than 3,800?

Consider the cost and hassle of a new passport when you run out of pages.

You will use up easily 3 pages as they like to stamp on the same page as the re-entry

you can buy 1000.- THB single re-entry permits each time before you exit Thailand, and after three exits you still are 800.- THB good compared against having bought a multi re-entry permit. If you are sure that you will exit and re-enter more often than 3 times during the validity period, then a multi entry is a good choice. And YES, it is 200.- THB more at the airport re-entry counter

They cost an extra 200 at the airport because they'll charge you a "convenience fee" to fill out the form and take your photo. You can avoid it if you show up with the form filled out already and with the photo but they won't be happy. You can also get it from your immigration office.

You can purchase as many single re-entry permits as you want. You just need to wait until you return to purchase the next one, as you can't purchase 2 at a time and save one for your second trip.

I've gone with form and photo twice, and there was nothing to indicate they were not happy about it. Hadn't occurred to me you could do it any other way.

I had the same experience. No indication they were unhappy and the queue to get through immigration was seperate and much shorter than the other queues

The extra 200 is not receipted so it seems to be an "unofficial" charge which goes into their beer fund. They might not show it, but they're happier when they do the photos/form.
