Where is the best place to obtain a re-entry permit in Thailand, Suvarnabhumi Airport or local immigration?

Hi All ๐Ÿ™‚

I understand a re entry permit needs to be completed when you leave the country. This is non refundable regardless.

Which would be the best place to do so Suvarnabhumi or nearest immigration? Is there a difference in process regarding these two places?
