Expedia has a 24 hour 100% refund for cancellation. BKK to Rangoon cost like $50 USD. Buy the tix. Print the docs. Cancel the ticket for full refund

Personally a few dollars either way is fine, although I'll start with Canada, Qatar or France

I was looking a couple months ago and you're right, the free changes on cheap tickets had also been revoked.

I tried three or four airlines and all had some sort of catch, so I gave up partly out of boredom at reading small print and partly wondering if they'd stopped them due to visa onward ticket misuse. Was in a rush so bought non refundable tickets I knew I'd never use. I've noted yours down thanks

Most had very liberal cancelation policies during the height of the Covid hysteria so I suspect it's "back to normal" for them now, especially since demand is strong.Chris *****
That's excellent, thanks

For example, I recently had Air France backup tickets for later the same day JUST IN CASE my other flight was canceled. It wasn't, I canceled the AF tickets via their app just before boarding, 100% refunded.Chris *****
Could you please name some you've used? I looked at a few and couldn't find any fully refundable.

Qatar, Air Canada, Air France... but you have to check each fare class for the cancelation terms.

And be aware that you will probably get some foreign exchange charges from your credit card because the purchase and cancellation exchange rates differ by the margin the credit card company charges
