I need to book a flight back to Canada that is able to be cancelled a few weeks later.

I believe you just need an onward ticket doesn't have to be back to Canada.
Quatar and Lufthansa had free cancelations a few months ago. Not sure things changed.
If u are doing book and cancel always buy straight from the airline website. If u use a third party like kayak it can be more difficult to cancel

You need to pay for the fare that allows free cancellation... most regular airlines offer this. It will cost you more upfront and if they change the policy between booking and when you cancel, you could be screwed.
If you don't need the actual ticket and it's just to show a document use onward ticket or one of those services.
