Only pre-covid experience, and Expedia were fine, as long as you cancelled within 24 hours. But not all fares offer a refundable option.

If youre talking flights the chances nowadays since covid of getting the money back quickly is near zero maybe 3-6 months. Expedia are quite good but they have the airlines to deal with.You dont explain why you need refundable. If we know that, we may be able to give advice

if your getting it back (cancelling) who cares? Pay $3,000.....I don;t see your point unless you are hitchhiking around the planet and do not have access to a bank account or a credit card.
