Looking for options for Health Insurance for Thailand Retirement Visa for a 68yo relatively healthy Quotes I'm getting of $900-$1200usd monthly are not an option. What inexpensive option is there? My health insurance I have doesn't cover outside USA.

No, it's not advisable to have multiple travel insurances for one trip. Most policies will not pay out if you have overlapping coverage. It's better to choose one comprehensive policy that meets all your needs
It's not illegal to be dual insured, but it can make claiming more complicated. For example, if you needed medical care abroad and had two travel insurance policies that could payout for the claim, you won't get double the money. Instead, the insurers would decide how they will split the bill . . . .

Get a Non O visa instead of a Non OA Visa.
Instead of choosing from 14 Thai health insurance companies, you’ll be able to choose from any health insurance company in the world, or just self insure. It’s entirely up to you.

WRLife is good here in Thailand. Just had a hernia operation a few months ago. No issues, WRLife full coverage, even private room for 3 days. I paid 137 baht when I checked out.

I can go along with that, but I wouldn’t consider buying health insurance a financial matter. so why go to a financial advisor. For insurance I would go to someone whose sole purpose in life is to sell insurance and advise people on insurance costs and comparisons.
