Is there any fee for visa transfer to new passport in case of expiry?
Phetchaburi immigration office charged for 500 baht but did not give the receipt like other services. I am confused as I know before no fee for it.

TLDR : Answer Summary
The fee for transferring a visa to a new passport in Thailand is not standardized and can vary by immigration office. While some offices, like Phetchaburi, may charge a fee (e.g., 500 baht), it is generally understood that there shouldn't be a fee imposed for this service. Thus, discrepancies may arise based on local practices.

There is no fee which is set commonly nationwide for transfer stamps. But we are aware there are offices that set the fee for transfer stamps on their own. So generally said, the fee for transfer stamps varies by location.
