Which Thai consulates allow applying for a 90-day Non-O Visa based on retirement near Chiang Mai?

I’m trying to find some current info on what nearby Thai consulates (preferably with direct flight from Chiang Mai) will allow someone to apply for a 90 day non-O based on retirement. I’ve been checking the consulate websites and most of them (Kuala Lumpur, Hanoi, HCM, Singapore, Yangon) only list options for OA for residents and O family or ED but no current mention of O based on retirement. The only one I’ve found that explicitly mentions O based on retirement is Phnom Penh. Can anyone confirm if nearby consulates are (or aren't) still doing non-O based on retirement?
