TLDR : Answer Summary
The 1-year marriage visa (NON-O) is no longer available at the Aranyaprathet border without the 400k proof of funds requirement. Instead, applicants can only obtain it from the Savannakhet consulate in Laos, which currently does not require the proof of funds. However, if the applicant's spouse has changed her name, documentation of that change is necessary for the application.

Yes I did the visa last week at Savannakhet. Only thing is there is a new requirement (at leeast I didnt see it on their website) that you need to have a copy of documents shiwing yout wifes name change (assuming shr did change her namr).
Ah yes. Aranyaprathet, the notorious border crossing to be avoided BUT it's fine to use it if you're on a non-O multiple entry provided you've spent at least a night in Cambodia. I would only recommend this if you're driving back and are the driver of the vehicle, otherwise you'll be sent upstairs to face long queues with everyone else (unless you arrive around 9pm when there's no one).

There's no embassy at the Cambodian border. You can only get a visa at a Thai consulate or embassy and the only one in SE Asia that doesn't require proof of funds for the 1 year multiple entry non-O based on marriage to Thai is at Savannakhet Laos.
With this visa you'll need to leave and re-enter Thailand every 90 days.
thanks I'm sorted with long term visa so not applicable to me, but great info for others looking for this visa. Friend uses agent for dodgy visa but this option could apply to him
