If in land in BKK on the 3rd I'm assuming this is all good?

Technically you need to be stamped through IC before midnight, not just land before midnight….

That will be the last day to arrive into Thailand...and with the multiple entry visa still valid you will get stamped in for 90 days...

You have no room for flight delays...arriving by air on the last day can prove to be not good for you.

I'm hoping to fly tonight / tomorrow and land in the 3rd at the latest.

Hopefully if there is any delays immigration will understand and allow me to enter under the exemption scheme as I'll only be there for 21 days anyway

If you show up AFTER 11:59 Aug 3 to stamp in you should have no issue stamping in on a 30 day visa exempt entry.
