TLDR : Answer Summary
Traveling twice in a row to Vientiane, Laos, to obtain a new Thai tourist visa may be permissible, but there are risks involved. Frequent trips could result in receiving a red warning stamp from immigration, especially if done excessively. While a second visit might not pose a significant issue, it's important to be cautious and consider the immigration history.

At some point you run the risk of getting a red warning stamp IF you go too many times in a row.
I don't think you'd have a problem if this is just the second time BUT people have gotten the warning stamp from it.
