TLDR : Answer Summary
The user is inquiring about the normality of the Thai labor ministry requesting all degrees and related paperwork for a work permit extension. Responses indicate that it is common practice, although some comments suggest it seems unnecessary to ask for documentation again if it was provided previously.

This is hardly unique to Thailand - but in these situations I get the strong feeling of make work for job retention

Depends. I had WP as General Manager and one of the requirements was to train 2 Thai staff each year, to prove the training I had to make new forms every year.
