Is it normal for embassy officers to damage your old passport when issuing a new one?

I've just received my new passport, because the old one has expired. The embassy officers intentionally damaged the old one - they cut it and punched holes in it. Is it like it should be done? Will the Thai officers at the airport understand it?

You can't transfer a visa to a new passport. You can transfer an individual entry stamp.

visa will not be transferred, you need old and new passport at every entry during the remaining validity of the visa.
