What should I do if my passport is torn while in Bangkok, and do I need it notarized?

Hello. I would like to ask if somebody has experienced their passport torn. Do you need to have your affidavit of destruction/mutilation publicly notarized around bkk? Or do your own embassy also offer public notarization?
