Is it mandatory to return to your home country to apply for a Non-O volunteer visa for Thailand, or can it be done from a third country?

Hi, is that mandatory for returning to original country to apply for a work visa (Non-O, volunteer) type? Is it also possible to go to a third country to apply for that visa? If all required documents are provided, it should be fine, no?

TLDR : Answer Summary
The conversation addresses whether individuals need to return to their home country to apply for a Non-O visa for volunteering in Thailand, or if they can apply from a third country. Comments suggest that returning home is not necessary, although there is some debate and mention of potential issues surrounding the volunteer visa itself.

The other day, I read that volunteer visas are suspended. Someone here will correct me if this is incorrect.
