TLDR : Answer Summary
Yes, a TM30 must be filed for any non-Thai residing on any property in Thailand, including those with a Thai Elite Visa. While it is not specifically required for the visa application itself, it may be necessary for the 90-day check-in process, as it allows the Thai government to track the whereabouts of foreigners. The property owner is responsible for submitting the TM30 to the local immigration office.

Yes the TM-30 is required in Chiang Mai every time you arrive within 24 hours(with 7 day grace period!). If you think about never stay in Thailand 90 days then you have no reason to visit Chiang Mai Immigration sorry. Immigration has been coming around checking Condos (Nimman area)

This is all new to me. I’ve been in Thailand since May this year, extended 3 times now at both Bangkok and Chiang Mai, and not been asked about this at all.

Looks like you're getting good advice, but I'd also hope that Elite card membership would come with a help line to answer questions about logistics and practical matters like your question about the TM-30.

Yes. A TM30 must be filed for any non-Thai living on any property.

It's a long story Robert Lagas and I don't share personal details on FB groups. I appreciate your and everyone's input. I realize the law's been on the books for yonks. I also realize that nobody started paying much attention to it until quite recently. I'll try to persuade my landlord to take notice of it too.
I can explain. I don't know your country of origin but I guess during the time you lived their as a citizen your address was registered. Now you want to be a guest in Thailand and in this country it is not the amphur or municipality where you register your address but at the Immigration Office. It is their business just because it is their law and regulation, if you get so upset with it, sorry for you, but it is what is is.

We register our TM 30 whenever we stay away from our rented apartment for 24 hours, either internationally or domestically.
We register guests, with Immigration, who stay with us over 24 hours.
Sadly, it is their business. They want to know where all foreigners are staying at at all times, so they made the Immigration act. If you have an apartment that you're renting, and you stay at a hotel room, the hotel will register you in immigration's database. Once you leave the hotel, you'll have to let your apartment owner know you returned so s/he can immigration know.
I live with my wife on our land. My wife HATES having me to go down to immigration to submit the TM30 whenever I come back from Bangkok, but that's what the law says, and that's what I do. Thankfully, it's a quick 2 minute process for us, but it might be longer for other people.
It's their rules, their laws, and we have to obey it. We have no right to be in Thailand

Anyhow, the administrators are going to cut us off if I continue along this road so I'll stop for now. Thanks again.

It's none of their business as far as I can see. I'm not a tourist, my TM6 number remains the same. What's the problem?
You're welcome. If you live in an apartment, the apartment owner should be filing it. Just let them know whenever you come back from staying at a night in a hotel though.

THANK YOU. That makes very good sense. I have a one-year visa now and have had them in one form or another for years. I don't want to go into my personal situation but it might be changing and I'm trying to figure out how to orchestrate that. I should probably wait til my local immigration office announces its intentions.

Jennifer Gampell To answer about the Thai Elite visa, no, I'm on a Non-O multiple entry marriage visa. But it won't matter, the TM30 applies to everyone regardless of the situation.
Benjamin ******
Jennifer Gampell I'll explain it.
The Thai government wants to know where a foreigner is at all times. One way to do that is to know where a foreigner is staying. To do that, a form, TM30, is used by the property owner where the foreigner is staying. This is required, by the property owner, to submit to the Thai immigration office. So
What does that mean?
1. You do not need a TM30 to get the visa
2. You *MAY* need a TM30 to do the 90 day check-in
3. Your landlord is ultimately responsible for making sure the TM30 is submitted.
4. If you are fined for not having a TM30, you can deduct it from the next month's rent.
The specifics of the TM30, and when you need to file it, is dependent on the local immigration office.

Yes, I've seen it. It's humorous and quintessentially Thai. It doesn't address the question about the Thai Elite visa however. Are you on one?
Benjamin ******
Jennifer Gampell It's not based on a visa, or a requirement to get a visa. Robert Lagas found an excellent video produced by the Thai government about the TM30, and he posted it below. Did you watch it? It's actually funny and entertaining.

But it's not specified in the list of requirements for the visa. People who go in and out all the time on it don't mention it.
