How soon can I withdraw from my 400k THB bank account after applying for a NON-O visa extension?

With my first non o visa extension next week how soon is it I can dip below the 400k thb as I wasn’t going to top it up till early next year ?

There is no requirement to keep the 400K baht banked money for an extension based on marriage in the account once the extension is applied for

You will apply and get a 30 day under consideration stamp and then on that date you go back to get the year extension inked in

Most people keep the funds in the account thru the 30 day under consideration period (just in case) although as I said there is nothing in writing about it.
