TLDR : Answer Summary
To renew your retirement visa in Thailand, it's advisable to have at least two blank pages in your passport. One page is typically needed for the yearly extension stamp, and another half page may be required for a re-entry permit if applicable. It's recommended to renew your passport if you're running low on pages before seeking the visa extension.

That's going to vary a little bit depending on the immigration office BUT I'd say if you're running out of pages BEFORE you get your extension you should renew your passport first and then get an extension if you can.
Most offices require at least as many blank pages as you're going to need to get the stamps a half page for the yearly extension and another half page for a re-entry permit if you need one.
