TLDR : Answer Summary
You can submit your 90-day report up to 7 days after the due date and apply for a retirement extension at least 30 days before its due date. It is often possible to handle both the 90-day report and the extension in a single visit to immigration.

You've got no problems. In most cases the immigration agent will file your 90 day report at the same time your extension is extended. You've got 7 days grace period after the 90 days expires. That's what they do with me in Bangkok.

Yes you can apply for a new extension minimum 30 days before due date and you can do the 90 days in person 15 days before and 7 days after due date.
