To expand on my question, my understanding is the final responsibility is for the owner to report. Since the condo owner is a tenant in common I still question who has the final responsibility Thank you for your answers

Final responsibility is with the land owner or house owner or house master or land lord or the possessor of the house (Immigration translate the tenant as possessor) but the person who is standing in front the Immigration desk asking for documents or stamps and there is no address registration done can wait until one of the former named persons show up to pay the fine or pay the fine and get what he need from immigration.

You are the one who is responsible, because you own the condo itself, right? I suppose you can try to argue otherwise, but immigration recognizes only the owner of the condo itself, and not the condo building.
