TLDR : Answer Summary
To obtain a re-entry permit for your single-entry ED visa while traveling to Cambodia and Vietnam, you can request the permit either at the Thai Immigration office or at the airport. The cost is typically around 1000 Baht, though this can vary depending on the airport and any additional fees. Ensure that you return to Thailand before your visa expires, as re-entry permits do not allow entry after your official visa stamp has expired.

You can do it either at Immigration or at the airport. It costs you 1000 (depending on the airport plus an additional fee) Baht. Make sure, to come back to Thailand, before your extension expires. Even with re-entry permit you can not enter anymore after the stamp expired.
