This post is a train wreck and I'm shutting it down.
1. By law, all property owners (including hotels) must file a TM30 for the person who is staying at the hotel. Have the property owner watch this video (In Thai, subed in English):
2. A TM30 is required at most immigration offices to request an extension of stay, as proof that a person is staying within the province.
3. Unlicensed hotels, such as AirBnB, may not do a TM30 because they want to stay hidden from Thai immigration. An AirBnB is technically illegal for under a month's stay.
A submitted TM30 looks like one of the three documents below. SOME hotels submit the TM30 by e-mail directly, and a print-out of the e-mail with the supporting documents will also be accepted by immigration.

this is something the hotel "has" to do and if you talked person who said they can't chances are they are not actually working for the hotel but selling you a room there or something because everyone does this not just hotels, but anyone who rents to foreigners... if they don't do it they get fined... and if they don't do it within a day of you staying there they also get fined.... also if they mistake or put wrong information on it they get fined... I just had to deal trying to get my visa extension and the person I was renting from put a wrong address the first time then filled it in incompletely the second time and filed it later than the day i arrived... I dont know where they have the information online but the person at counter 13 at the samut prakan immigration office has a paper with all the information about it (that is the counter to get your online tm30 certified) they don't always check it but sometimes they will and if its not right in any way the person who filed it will get a fine. Also don't let them put false/incomplete information or dates and think it will be okay if for some reason an immigration officer comes to your place(highly unlikely but still possible usually related to overstay) and you are not at the address there then you will be in trouble though i dont know what the penalty is here (I had a similar issue in bali when the immigration came to my old apartment looking for me because they thought i had overstayed my visa)

It's my understanding that a hotel has to report that you are staying there daily. While that might not be a TM30, immigration is notified about you.
And BTW, I've never had a landlord actually do a TM30 for me. Always had to do them myself.

I would be super wary of a hotel that doesn't file tm30s for every guest arriving each day as is required by the government. It's all done in a simple online reporting site that any hotel can register on. It's a requirement they report every guest within 24 hours of check-in.

Eddie Jarvis Not legitimate hotels. There's no reason for them not to take the literally 10 seconds to register each guest into the system. It doesn't even require that hotel have a hotel license or be operating legally. Anyone can get an account. You could literally sign up your backyard shed for an account to report TM30s if you thought you'd rent it out occasionally.

Serious question, because I don't know, but why would you need a copy? I am pretty sure plenty have been filed when I stayed in hotels but I've never been given a copy nor have I ever had a need for the copy. I am sure there is some reason I am missing or not thinking about?

TM30 receipt is one of the requirements at many immigration offices when you apply for an extension.
Most hotels don't provide the receipt unless you ask for it.
I would say that most of the hotels and guest houses I've stayed at over the past few years haven't done it and the reason I know that is because they didn't even ask to see my passport. The ones that did do it were larger hotels or resorts but the smaller ones really don't bother from my experience around Isaan especially
That's purely laziness, since it takes about 10 seconds to report each guest, and the sign-up process doesn't even require you to prove you have a hotel license or any specific business. The idea is so that any homeowner can register in the system to report their foreign guests. You could sign up yourself to report someone you have stay in your guest bedroom once a year if you wanted to. It's only complete laziness for any hotel or guest house to not do it. Most of the ones not doing it are probably operating illegally without hotel licenses and are afraid of getting caught and don't realize the TM30 system has nothing to do with being a legal hotel.
only a HOTEL , with a hotel licence. have this system. those without it. are without licence. so they have never ever key in before. same like small guesthouse. dont be suprised by it.
yeah ran into the same problem, and many others too. Unbelievable. Telling them there is a per day per person fine for not doing it usually helps. (Not threatening, they will shut down even more). My place had all the excuses why they won’t do it. Eventually I told them they can do it online or come with me to immigration. Then it was magically done. Then was asked to leave and stay somewhere else. (Was polite and and non argumentative all the way, so were they. Just don’t want “high maintenance” customers like me who need paperwork up to scratch...)
because you will find it difficult to get an extension without the tm30.. What will likely happen is you get fined on behalf of the hotel for them not filing the tm30, unfair but this is the nonsense thailand creates. I was in same situation last month.
its a frustrating situation, because although it's supposed to be the hotel or landlord that gets fined. Inevitably it is the tourist that gets fined when he or she tries to extend visa. So most Hotels landlords dont really care. All i can advise is try get the tm30 sorted however you can with ample room to breathe before you intend to extend your visa.
