TLDR : Answer Summary
The user, a Sri Lankan passport holder currently in Bali, seeks assistance in obtaining a visa to Thailand, noting that a visa on arrival is not available for their nationality. The comments suggest that Sri Lankan passport holders are eligible for a 90-day visa on arrival due to a bilateral agreement. Additionally, advice is given to apply for a visa in person at a nearby Thai embassy, potentially in Jakarta, or consider traveling to Malaysia (Penang) for easier access.

if you look at the column header you’ll find that’s only for Diplomatic or Official Governmental passports. Ordinary passport holders do not get that.
