How can Tunisian nationals apply for a Thailand visa without an embassy in Tunisia?

I have a question about natives of Tunisia ,if they want to visit Thailand on any visa ,how they can apply Thailand visa if Tunisia doesn't have Thai Embassy or Thai consulate??
