I have a 6 month multi entry visa which expires in July. The last stamp when I came in expires next week. To extend that stamp do I have to go out and back in again, or can I go to an immigration office and pay for? Not sure if I get 30 or 60 days as I believe it is changing?

You say you have a 60 day entry stamp from it that is good until next week and you have two choices..
1 - take the 30 day extension at the immigration office serving the area where you stay for 1900baht
2 - bounce out/back to get a NEW 60 day entry stamp..
remember as long as you enter before the visa itself (the PDF they emailed you when the visa was approved) you get a new 60 day entry stamp, SO even if you exited/re-entered on the last day that visa is valid for (you say the end of July) you'd still get another 60 day entry stamp..
The 'change' you're talking about is only a proposal at this point AND it has nothing to do with the time people get when entering on a valid tourist visa OR how long of an extension you can get (which is 30 days on a free stamp entry OR a tourist visa entry
