On August 09 I was granted a 6 month METV.  On September 12 I entered Thailand by air and was stamped for 60 days.  On the 60th day I left and am now in the Philippines.   When I return to Thailand, I can use the same visa?   I will be stamped for 60 days?

Every single time you enter Thailand before the expiration date on your visa, you will be given a 60 day tourist stamp. Even if you enter on the last day of your visa, you'll be given a 60 day tourist stamp.

On each one of these entries you can also apply one time for a 30 day tourist extension.
