Very hard as they would need a wp same as a westerner
Unlike Burmese,Khmers and Laotians who can get a Non L-A visa and wp under the migrant scheme

Not an easy task. Work permits need the person to be employed by a Thai company. You could set one up to do so but the logistics is outside of the scope of a visa help forum. You’d need to contact lawyers or accountants to advise a way to do so.
