Question!! Does the visa amnesty that is until July 31st apply to those who have a Non-Imm B visa? Mine expires in a couple days and my school has not yet finished my paperwork. Iโm wondering if I will have to pay overstay?

In THEORY that is how the amnesty should work ;) ,
your current stamp (which you say is the 90 day Non-B entry stamp) can run out
AND
as long as you (or your school) gets it together to apply for your extension before the amnesty runs out you should be able to apply for the extension.
I would definitely either go to or call your immigration office (or have your employer do it) BEFORE you run onto amnesty because there is a chance (slim but there) that you would go on amnesty and that cancels what you're on now and you wouldn't be able to get an extension and have to start all over once amnesty is over and the country opens back up
hey Tod! Thanks for your response. I have a Non-ImmB and need to do the visa extension so I can stay for the year. My school has been slow to process the paperwork and Iโm wondering if I will have to pay for overstay. But if you say the paperwork is completed before July 31st, which it will be, am I correct in understanding I do NOT have to pay for overstay?

honestly that shouldn't matter I just wanted to know what you were on as far as a current stamp.
You would click over to the amnesty automatically and if you can get the paperwork from the school BEFORE the amnesty runs out to get the extension at the immigration office you should be fine. Keep in mind ONCE your stamp runs out though you're not getting a work permit from the Ministry of Labour off an amnesty stamp (so I hope you have that sorted already)
