We called immigration hotline 1178 on Aug 1st ref. current status of a non-immigrant O mutli-entry family 12 month visa expiring December with 90 days now expired. The answer very clearly in perfect English was: the visa amnesty applies to these visas too that is wait until Sept. 26 then travel abroad or see if amnesty extended. When asked if this is published anywhere the answer was no it wasn't published but they have the regulation.

TLDR : Answer Summary
A recent inquiry to the immigration hotline revealed that the visa amnesty does apply to non-immigrant O multi-entry visas, allowing holders to wait until September 26 to travel abroad or check for an extension of the amnesty. Furthermore, one commenter shared that they will apply for a 60-day extension based on family visitation, which will be effective from September 27.

I'm on the same visa; you should be able to qualify for an extension of stay based on visiting Thai family. This extension is good for 60 days, and will be effective on September 27. I am going to apply for that extension myself tomorrow.

sweet. Are you currently on amnesty? (Aka, not on a valid stamp currently)

Yep, on amnesty. The stamp expired in May, and the visa expired in July.

The visa expires December so presumably no need to apply for an extension until then if still unable to travel.

If you don't mind me asking, are you a female farang, married to a Thai male?

Your extension of stay/ entry stamp is what gives you the right to be inside Thailand, not when the visa expires. As of right now, you're on amnesty; and you can stay no later than September 26, OR get an extension of stay. You can get either:

a. An extension of stay based on marriage, which requires the 400K THB in savings in your bank account for 2 months / 40K a month in income (assuming you're male and married to a Thai female). It'll let you stay for a year, with the effective date starting September 27

or

b. An extension of stay based on visiting Thai family. This does NOT require the 400K, but you can stay for 60 days, effective September 27. This also DOES NOT void your existing visa.

400k baht per month? 400k baht in foreign name for 2 months 1 day in bank account.
