When you renew a visa, does the clock for your 90-day reporting start over with the renewal date?

when you get your extension if you get a NEW 90 day report receipt then they did it for you and it reset, BUT if you DON'T get a new 90 day receipt you report like normal with the old paper you already have

As a rule NO the 90 day clock runs on it's own and has nothing to do with whether you get a new yearly extension or not EXCEPT in the case of the very FIRST yearly extension you get from a visa where it starts the 90 day report count down clock AND when immigration usually puts a paper in your passport telling you when your first 90 day report is due

NOW with that being said SOME immigration offices WILL sync your 90 day report when you get a yearly extension and the way to tell if they did it or if your 90 days runs like normal is to ask yourself;
Did I get a new 90 day report receipt telling me when my next 90 day report is due?
if the answer to that is yes, they did sync your 90 day report and you report next based on the date from that new receipt
BUT
if the answer to that question is no, they did not sync your 90 day report and your next report is due when ever the receipt you currently have in your passport says it's due

you can't renew a visa EVER :O I think what you're asking is when you apply for a new yearly extension does the 90 day clock reset..
