I live overseas but am thai national (just obtained thai ID and passport last year). I would like to stay term in Thailand with my wife (non thai). My wife will apply the non-o visa (3 months) and apply then convert to marriage visa (1 year extension). Does it requires me or my wife to have a bank account with 400,000 baht?

TLDR : Answer Summary
A Thai national does not need to fulfill any financial requirements for a foreign spouse applying for a Non-O visa. The Non-O visa serves as the marriage visa, which the foreign spouse can then extend for one year without needing to meet the 400,000 baht bank account requirement.

immigration will check you are working and can support your family (ask how much you earn each month) but there is no set amount needed and they don't ask for proof.
A male without income married to a Thai female need to prove 400K baht in his name to apply for a Non O visa based on marriage and 400K baht two months prior to the extension of stay.
Foreign lady married to Thai man is excused for any financial requirements. A foreign man has to prove 400K baht for the first year and can switch to the income method for the second if he earns min 40K baht a month inside Thailand. If your embassy offers to give you a affidavit letter regarding income some immigrations also accept monthly income/pensjon from abroad.
they don't ask for proof they ask where you work and your monthly income as here the male has to provide for his family. I'm not sure what you would do if not working.
