That's for the yearly extention of stay. The OP needs a Non Imm O visa BEFORE he can apply for the extention.

Yes you can. You may be able to go straight from a tourist visa to a one year extension of stay based on marriage, OR;
You can go from a tourist visa to a 60 day extension of stay based on visiting Thai family (to allow time for money to be seasoned) OR;
You can go from a tourist visa to a "zero entry" Non-O visa inside Thailand (if the immigration office is willing to sell it) to a one year extension of stay based on marriage.
You need a Non Imm visa, you cant go straight from tourist visa to 1 year extention of stay. There's NO seasoning of funds required for the Non Imm O.

Once the "under consideration" stamp is closed out, then you can use the money for whatever purpose you want. HOWEVER, to get a new extension of stay, you need to have the money seasoned for two months agin.

The process is enter the country, get thru quarantine, get the 400k baht transferred into a thai bank account in your name only, GO apply for a 90 day Non-O visa, wait the under consideration period, go back get the 90 day Non-O visa inked into your passport, THEN wait the 2 months so the money can be 'seasoned' the required time and apply for a year extension based on marriage

you don't WAIT to apply for the in country Non-O visa based on marriage, there is no seasoning of the funds to get that. The 2 months you're talking about is AFTER you have the 90 day Non-O and want to apply for the year extension

Yes you can, you can also get non O in your country based on marriage and then you will get 90 days to get money in and everything sorted for extension of stay.
