TLDR : Answer Summary
When applying for a Visitor visa to the UK, travel insurance is not a strict requirement; however, it is considered a good practice to have it. Although there may not be a face-to-face interview, the embassy could conduct a phone interview for verification purposes. It is advisable to keep in mind that some individuals have successfully applied without travel insurance.
I didn't take any out any for my Mrs last August they never asked...she did hurt her back in the UK I took her to my doctor paid £40 for consultation and meds...so not bad.. :-)
It's a good idea to have travel insurance but it's not required for a Visitor visa. There is no face to face interview, but they may phone her to check details of the application.
