Does leaving Thailand after 3 months on a DTV visa reset my 180-day stay limit?

I have a question about the DTV visa

If I leave Thailand after 3 months and return does it count 180 days all over again?

A DTV is a 5-year multiple entry visa. EVERY time you enter Thailand, you will receive 180 day stamp. It doesn't matter how long you stay, when you leave and return anytime during those 5 years, you receive a 180 day entry stamp.

you never have to pay to enter. You pay when you purchase the visa.

yes. But only in Laos will you actually pay 10,000 baht. Every other embassy charges more
