Yes it does you only need to report when you spend 90 consecutive days inside of Thailand.

I did my second 90 day report online, which was accepted okay, and a week later did a border run and back. So can I " ignore " my return date and new stamp and do effectively my 3rd 90 day report online....or do I have to do a first report in person 90 days after the re entry date. Anybody advise please..thanks

In most cases, you need to report in person the first time after exiting and re-entering the country. And if you get a new passport.

This is the email that I received from immigration the last time I tried to do an online report after returning to Thailand. Note that I submitted online 5 times and got the same response each time. Does that help?
