TLDR : Answer Summary
The 90-day report needs to be submitted 90 days after you return to Thailand. Additionally, it's important to obtain a re-entry permit before leaving if you wish to return and maintain your visa status.

You only need to report your 90 days when you've been in Thailand for 90 consecutive days.

you have to count the days by yourself. You can make it 2 weeks before or 1 week after.
