TLDR : Answer Summary
The process for obtaining a medical visa may involve the hospital having a designated agent to handle the application, rather than visiting immigration personally. Many applicants who go directly to immigration have faced denials, as officials often interpret a person's ability to physically attend immigration as an indication of their fitness to travel home.

Your hospital should have an agent that handles it for you. If you go by yourself , most that do that have been turned down. Immigration seems to feel that if you are well enough to go to immigration, sit in the queue, and wait, you are healthy enough to fly home.
