Question for a friend - Married couple

DTV VISA - 

For a married couple the wife just has to apply with the husband ( same process together) or they have to apply each individually ? 

They want to apply in Vietnam.

Typically the primary DTV holder applies gets that approved and then uses the visa as proof for the "trailing spouse" DTV along with the marriage certificate etc

So one applies, gets approved then the spouse applies

My understanding is if the wife wants to be a dependant? Husband applies and is granted the visa then the wife uses the visa to apply as a dependant.
